Williams created Serve DC, the DC Commission on National and Community Service to strengthen and promote the District of Columbia’s spirit of service through partnerships, national service, and volunteerism.  Serve DC supports AmeriCorps programs, leads the Citizen Corps effort, organizes DC's volunteer.Days, and manages the Mayor’s Community Service Awards.
